A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE twenty-fourth SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $20,380,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the twenty‑fourth senatorial district, as follows:

1.   Ahuimanu Elementary School

     A.   Design and construction for a fire access lane.

          Design                          $80,000

          Construction                   $600,000

          Total funding                                 $680,000

2.   Benjamin Parker Elementary School

     A.   Design, construction, and equipment for a new elevator for building D and covered walkways connecting buildings C, D, and H.

          Design                          $85,000

          Construction                 $1,815,000

          Equipment                      $100,000

          Total funding                               $2,000,000

     B.   Design and construction for an electrical upgrade for a new transformer and panel board to support a new air conditioning in buildings A, C, and D.

          Design                          $80,000

          Construction                   $600,000

          Total funding                                 $680,000

3.   James B. Castle High School

     A.   Design, construction, and equipment for an additional two-story building and expanded work areas for the Academy of Innovation's AG farm program.

          Design                         $100,000

          Construction                 $5,840,000

          Equipment                       $60,000

          Total funding                               $6,000,000

     B.   Design, construction, and equipment for an additional two-story building and expanded work areas for the Academy of Innovation's Auto Shop program.

          Design                         $100,000

4.   Kailua High School

     A.   Planning, design, and construction for improvements to football field and running track.

          Total funding                               $2,000,000

5.   Kaneohe Elementary School

     A.   Design, construction, and equipment for a cafeteria dining room expansion and other improvements.

          Design                          $80,000

          Construction                   $690,000

          Equipment                       $30,000

          Total funding                                 $800,000

6.   King Intermediate School

     A.   Design, construction, and equipment for gymnasium improvements.

          Design                          $80,000

          Construction                   $400,000

          Equipment                      $300,000

          Total funding                                 $780,000

     B.   Design and construction for electrical upgrade for a new transformer and panel board to support a new air conditioning in buildings B, C, E, and I.

          Design                          $80,000

          Construction                   $600,000

7.   Puohala Elementary School

     A.   Design and construction for slope stabilization; ground and site improvements.

          Design                          $80,000

          Construction                   $300,000

          Total funding                                 $380,000

     B.   Design and construction for parking lot expansion.

          Design                          $80,000

          Construction                   $300,000

          Total funding                                 $380,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2023.
