A BILL FOR AN ACT
RELATING TO AQUACULTURE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 2. (a) The University of Hawaii sea grant program shall establish a five-year plan to develop goals, objectives, and an operational plan with budgets and timelines to strengthen and grow the aquaculture industry in the State.
(b) The University of Hawaii sea grant program shall contract with an independent consultant who shall facilitate the five-year plan. The University of Hawaii sea grant program shall also engage with aquaculture industry leaders and stakeholders.
(c)
The University of Hawaii sea grant program shall submit the five-year
plan to the legislature no later than twenty days prior to the convening of the
regular session of 2024.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $75,000 or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the University of Hawaii sea grant program to contract an independent consultant to establish a five-year plan to develop goals, objectives, and an operational plan with budgets and timelines to strengthen and grow the aquaculture industry in the State.
The sums appropriated shall be expended by the University of Hawaii sea grant program for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2023.
