A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the department of human resources development is committed to filling state civil service vacancies from our local workforce, including recent graduates of Hawaii high schools, community colleges, and universities.

     The legislature also finds that there is a recognized need for the department of human resources development to collaborate with the department of education and the university of Hawaii system in reducing the loss of qualified potential employees, or "brain drain", by reassessing and updating the minimum qualification requirements for civil service jobs, mapping certificate and degree requirements to state jobs, and promoting career opportunities in state government to recent graduates.

     Accordingly, the purpose of this Act is to appropriate moneys and resources to the department of human resources development to:

     (1)  Establish and manage a state internship program to provide a glide path for graduates into state civil service jobs;

     (2)  Establish and fund three permanent full-time equivalent (3.0 FTE) human resources specialist V positions; and

     (3)  Establish and fund fifty full-time equivalent intern positions to be filled and deployed to state executive branch departments to facilitate the transition to civil service positions.

     SECTION 2.  In accordance with section 9 of article VII, of the Constitution of the State of Hawaii and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriation contained in this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $          , or       per cent.  The reasons for exceeding the general fund expenditure ceiling are that the appropriation made in this Act is necessary to serve the public interest and to meet the need provided for by this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $213,048 or so much thereof as may be necessary for fiscal year 2024-2025 for the establishment of three permanent full-time equivalent (3.0 FTE) human resources specialist V positions within the department of human resources development.

     The sum appropriated shall be expended by the department of human resources development for the purposes of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $2,000,000 or so much thereof as may be necessary for fiscal year 2024-2025 to fund operating, equipment, supplies, promotional materials, marketing, advertising, training, and travel costs for up to fifty intern positions to implement and manage the intern glide path program.

     The sum appropriated shall be expended by the department of human resources development for the purposes of this Act.

     SECTION 5.  This Act shall take effect on July 1, 2024.
