A BILL FOR AN ACT

relating to climate change.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that decreasing transportation related emissions is essential to achieving Hawaiʻi's state greenhouse gas reduction goals. The state climate commission found that vehicle miles traveled is an important measurement to track the State's efforts on greenhouse gas reduction. The legislature further finds that current strategies to mitigate vehicle miles traveled in the State are ineffective, since vehicle miles traveled have increased almost forty per cent over the last twenty-five years and are projected to continue to increase without intervention.

Accordingly, the purpose of this Act is to require the Hawaiʻi climate change mitigation and adaptation commission to develop vehicle miles traveled reduction strategies.

SECTION 2. (a) The Hawaiʻi climate change mitigation and adaptation commission shall develop strategies for the reduction of vehicle miles traveled and shall:

(1) Recommend a statewide vehicle miles traveled reduction target;

(2) Recommend benchmarks to report on, and evaluate progress towards, the vehicle miles traveled reduction goal; and

(3) Identify state and county agencies to collaborate and coordinate on the implementation of vehicle miles traveled reduction policies, strategies, and programs.

(b) The commission shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than forty days prior to the convening of the regular session of 2025.

SECTION 3. This Act shall take effect upon its approval.
