A BILL FOR AN ACT
RELATING TO TRANSPORTATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
The purpose of this Act is to create a task
force to conduct a statewide study on the accessibility of ignition interlock
devices and any national best practices.
SECTION 2. (a) There is established a task force to be placed within the department of transportation for administrative purposes to conduct a statewide study on the accessibility of ignition interlock devices and any national best practices, including reasonable access, geography, and feasibility of allowing multiple vendors.
(b) The task force shall consist of the following members or their designees:
(1) The attorney general, who shall serve as chairperson;
(2) The director of transportation; and
(3) The director of health;
(c) The chair of the task force shall invite the following persons to join the task force:
(1) One representative from each county; and
(2) Two representatives from the ignition interlock system industry.
(d) The members of the task force shall serve without compensation but shall be reimbursed for expenses, including travel expenses, necessary for the performance of their duties.
(e) The
task force shall submit a report of its findings and recommendations, including
any proposed legislation, to the legislature no later than twenty days prior to
the convening of the regular session of 2025.
SECTION 3. This Act shall take effect upon its approval.
