A BILL FOR AN ACT

 

 

RELATING TO PUBLIC EMPLOYEE COMPENSATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 78, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§78-    Limitation on salaries of employees in the executive branch of the State.  With regard to the salaries of employees in the executive branch of the State:

     (1)  No board or commission shall authorize a base salary for a position, regardless of whether the position is civil service or exempt; and

     (2)  No employee shall be paid a base salary,

in excess of the amount designated in the budget enacted by the legislature or other legislative enactment, unless approved by the legislature."

     SECTION 2.  This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its effective date.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2050.
