A BILL FOR AN ACT
RELATING TO FINANCING.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
Land acquisition, planning, and development of a two-story prototyping and process center.
Total funding $28,300,000
The sum appropriated for this capital improvement project shall be expended by the university of Hawaii; provided that funding shall be through a public‑private partnership.
2. Lahainaluna complex, Maui
Design, planning, and construction of teacher housing.
Total funding $14,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education; provided that funding shall be through a public‑private partnership.
3. Kailua library, Oahu
Design, planning, and construction of new library.
Total funding $2,650,000
The sum appropriated for this capital improvement project shall be expended by the Hawaii state public library system; provided that funding shall be through a public‑private partnership.
4. Waikoloa library, Hawaii
Design and construction of new library.
Total funding $10,000,000
The sum appropriated for this capital improvement project shall be expended by the Hawaii state public library system; provided that funding shall be through a public‑private partnership.
5. Heeia Kea harbor, Oahu
Repair of bulkhead fender.
Total funding $1,000,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources; provided that funding shall be through a public‑private partnership.
6. Mother Waldron park, Oahu
Design, planning, and construction of community facility.
Total funding $3,000,000
The sum appropriated for this capital improvement project shall be expended by the Hawaii community development authority; provided that funding shall be through a public‑private partnership.
7. Kau hospital, Hawaii
Completion of wastewater treatment plant project.
Total funding $5,000,000
The sum appropriated for this capital improvement project shall be expended by the department of health; provided that funding shall be through a public‑private partnership.
8. Uncle Billy's Hilo Bay Hotel in Hilo, Hawaii
Demolition of improvements.
Total funding $6,100,000
The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources; provided that funding shall be through a public‑private partnership.
9. Kona community hospital, Hawaii
Construction of imaging suite.
Total funding $5,000,000
The sum appropriated for this capital improvement project shall be expended by the Hawaii health systems corporation; provided that funding shall be through a public‑private partnership.
10. Hawaii state hospital, Oahu
Design, planning, and construction of kauhale‑style locked facility for patients awaiting court evaluation.
Total funding $2,500,000
The sum appropriated for this capital improvement project shall be expended by the department of health; provided that funding shall be through a public‑private partnership.
11. Big Brothers Big Sisters, Oahu
Land acquisition for mentor center campus.
Total funding $3,750,000
The sum appropriated for this capital improvement project shall be expended by the department of labor and industrial relations; provided that funding shall be through a public‑private partnership.
SECTION 2. No moneys appropriated for a capital improvement project funded through a public‑private partnership by this Act shall be expended unless the project:
(1) Is approved by the attorney general and director of finance;
(2) Adheres to the requirements of section 37D-2, Hawaii Revised Statutes; and
(3) Is not a general obligation of the State pursuant to section 37D-5, Hawaii Revised Statutes.
SECTION 3. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2050.
