A BILL FOR AN ACT

 

 

RELATING TO THE LABOR EDUCATION ADVISORY COUNCIL.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the center for labor education and research at the university of Hawaii, West Oahu campus, was established to serve the public and labor community across the State by, among other things, providing labor-related education to the public and advising and assisting in the development and implementation of labor studies degree programs in the university of Hawaii system.  Additionally, the labor education advisory council, which is composed of fifteen members broadly representative of the trade union movement in the State, advises the chancellor of the university of Hawaii, West Oahu campus, on activities and programs of the center for labor education and research. 

     The legislature further finds that expansion of the advisory capacity of the labor education advisory council is a matter of statewide concern pursuant to article X, section 6, of the Hawaii State Constitution.

     To support the efforts of the center for labor education and research in serving the public and university of Hawaii system, the purpose of this Act is to expand the advisory capacity of the labor education advisory council to ensure that its advice and recommendations on all activities and programs of the center for labor education and research are received by the president of the university of Hawaii.

     SECTION 2.  Section 304A-1603, Hawaii Revised Statutes, is amended to read as follows:

     "[[]§304A-1603[]]  Labor education advisory council.  There is established a labor education advisory council, consisting of not more than fifteen members, broadly representative of the trade union movement in the State, who shall be appointed by the president of the [University] university of Hawaii.  The council shall be advisory to the president of the university of Hawaii and chancellor of the [University] university of Hawaii, West Oahu campus, on all activities and programs of the center for labor education and research and shall assist the chancellor in the assessment and evaluation of program needs for implementation[.]; provided that the president and chancellor shall provide written responses acknowledging and addressing the council's formal advice and adoption of any resolutions.  Members of the council shall designate its chairperson and shall serve without compensation; provided that actual travel and other expenses incurred in the performance of their duties shall be advanced or reimbursed."

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
