A BILL FOR AN ACT

 

 

RELATING TO MOTOR CARRIERS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established within the public utilities commission for administrative purposes a motor carrier regulation task force.

     (b)  The task force shall consist of the following members or their designees:

     (1)  The chairperson of the public utilities commission, who shall serve as chairperson; and

     (2)  The director of transportation.

     (c)  The chairperson shall invite representatives from the motor carrier industry to serve as members of the task force.

     (d)  The task force shall:

     (1)  Conduct a statewide study of motor carrier industry regulation issues, the scope of regulation, and how a regulatory entity should operate in the State; and

     (2)  Submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2025.

     (e)  The motor carrier regulation task force shall dissolve on July 1, 2025.

     SECTION 2.  This Act shall take effect upon its approval.
