A BILL FOR AN ACT

 

 

RELATING TO CYBERSECURITY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that diversifying Hawaii's economy requires the State to create educational opportunities and a pipeline approach to job placements.  It is critical for young people to obtain both industry-recognized credentials and hands-on experience to make them competitive applicants for high-paying positions.  The legislature recognizes that the pipeline approach can be used to grow the State's cybersecurity industry, which is in high demand across businesses, school districts, community hospitals, and other workplaces.  The cybersecurity industry also offers remote job opportunities, allowing some residents to work elsewhere while remaining and thriving in Hawaii.

     The legislature believes that investing in the center for cybersecurity education and research at the university of Hawaii Maui college will help the State create educational opportunities, increase job placements, and attract federal funds to support cybersecurity and data science.

     Accordingly, the purpose of this Act is to appropriate moneys to support cybersecurity and data science programs at the university of Hawaii Maui college.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $366,000 or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for supporting cybersecurity and data science programs at the university of Hawaii Maui college, including:

     (1)  $200,000 for two laboratories and equipment;

     (2)  $130,000 for one laboratory assistant per laboratory; and

     (3)  $36,000 for twelve credits of lecture support.

     The sums appropriated shall be expended by the university of Hawaii for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.
