HOUSE RESOLUTION

requesting the department of law enforcement to conduct a feasibility study on providing security twenty-four hours a day, seven days a week for all state buildings.

WHEREAS, on a daily basis, the branches of state government take official actions that regularly affect Hawaii residents, providing ample opportunities for potential security risks to arise for government agencies; and

WHEREAS, law enforcement and security professionals have long understood that targeted violence toward government agencies and employees is often related to an individual's unhealthy reaction to life changes resulting from official action taken pursuant to a government agency's mission or a government employee's duties; and

WHEREAS, public officials and employees increasingly face the risk of personal reprisal from individuals affected by decisions made in the exercise of their official duties; and

WHEREAS, security checkpoints with metal detectors have been installed at various entrances into the State Capitol building in response to growing security concerns of legislative members, staff, and visitors to the building; and

WHEREAS, the value of open access to state buildings, such as public schools and departmental offices, must be balanced with the need to ensure the physical safety and well-being of the visiting public and building occupants; and

WHEREAS, it is critical to evaluate the logistical and financial resources necessary to provide security for all state buildings to ensure the preservation of open access and public safety; now, therefore,

BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Department of Law Enforcement is requested to conduct a feasibility study on providing security twenty-four hours a day, seven days a week for all state buildings; and

BE IT FURTHER RESOLVED that in conducting the feasibility study, the Department of Law Enforcement is requested to consider the following:

(1) The costs for personnel, equipment, and training;

(2) Logistical and administrative challenges that may hinder security services for all state buildings, if any;

(3) Whether the Department of Law Enforcement would need to contract with a private entity or agency to provide the scope of security services;

(4) Other states' policies and procedures where security is provided to state buildings twenty-four hours a day, seven days a week, if any;

(5) Collaboration opportunities with external law enforcement agencies to provide security services; and

(6) Other relevant issues or concerns related to providing security for all state buildings; and

BE IT FURTHER RESOLVED that the Department of Law Enforcement is requested to submit a report of its findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2025; and

BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Law Enforcement.
