HOUSE CONCURRENT

RESOLUTION

 

 

URGING THE DEPARTMENT OF TRANSPORTATION SERVICES OF THE CITY AND COUNTY OF HONOLULU TO WORK WITH THE HONOLULU POLICE DEPARTMENT TO INCREASE ENFORCEMENT EFFORTS AGAINST ILLEGAL ELECTRIC BICYCLES AND DIRT BIKE MOTORCYCLES TO MAKE SIDEWALKS AND PUBLIC ROADWAYS SAFER.

 

 

 


     WHEREAS, electric bicycles have become widely available for personal transportation and are popular with commercial tour operators; and

 

     WHEREAS, while electric bicycles are more convenient and affordable than automobiles, they are a safety hazard when ridden on sidewalks and in the middle of traffic lanes; and

 

     WHEREAS, riders often make illegal and dangerous modifications of electric bicycles with an aftermarket delimiter that allows electric bicycles to reach speeds of thirty miles per hour, which is nearly ten times faster than the average walking speed of a person; and

 

     WHEREAS, electric bicycles can seriously injure pedestrians in a collision and operators of these devices are at risk from motorists who do not expect a small, silent, and motorized device riding right next to fast-moving vehicles; and

 

     WHEREAS, within the past several years, law enforcement agencies have received complaints of unlicensed minors driving dirt bike motorcycles recklessly at high speeds on public roadways and in public parks; and

 

     WHEREAS, public outreach and stricter enforcement against unlawful use of electric bicycles and dirt bike motorcycles are crucial to making the State's roads safer; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that the Department of Transportation Services of the City and County of Honolulu is urged to work with the Honolulu Police Department to increase enforcement efforts against illegal electric bicycles and dirt bike motorcycles to make sidewalks and public roadway safer; and

 

     BE IT FURTHER RESOLVED the Department of Transportation Services of the City and County of Honolulu is requested to create and implement a public education and media outreach program to help riders of all ages and experience levels learn best practices for safely riding an electric bicycle or dirt bike motorcycle and adhere to traffic laws; and

 

     BE IT FURTHER RESOLVED the Department of Transportation Services of the City and County of Honolulu is requested to submit a report its progress in implementing a public education and media outreach program to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation, Mayor of the City and County of Honolulu, Councilmembers of the Honolulu City Council, Director of the Department of Transportation Services of the City and County of Honolulu, and Chief of the Honolulu Police Department.
