HOUSE CONCURRENT
RESOLUTION
REQUESTING THE CITY AND COUNTY OF HONOLULU to CONDUCT A SIDEWALK FEASIBILITY STUDY ALONG KALIHI STREET FROM KAMANAIKI STREET TO KALIHI VALLEY PARK.
WHEREAS, since the advent of the concept of complete streets, Honolulu has embarked on many projects to enhance pedestrian safety, convenience, and accessibility; and
WHEREAS, Kalihi Valley is an older community, most of it built before modern standards for road construction were developed; and
WHEREAS, Kalihi Street is the main artery through Kalihi Valley stretching from North School Street to Kalihi Valley Park at the end of the valley, with many feeder roads in between; and
WHEREAS, most of the upper portion of Kalihi Street has no sidewalks at all resulting in many dangerous locations along the street, particularly for the disabled and kupuna, who are unable to traverse certain places along the street without walking onto the street itself; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that the City and County of Honolulu is requested to conduct a sidewalk feasibility study between Kamanaiki Street and Kalihi Valley Park to address major concerns and deficiencies along Kalihi Street; and
BE IT FURTHER RESOLVED that the sidewalk feasibility study focus specifically on removing telephone poles along the section of Kalihi Street between Kamanaiki Street and Kalihi Valley Park and, instead, placing electrical and telecommunications wires underground; and
BE IT FURTHER RESOLVED that the City and County of Honolulu is requested to submit a report of its findings and recommendations to the Legislature no later than twenty days prior to the convening on the Regular Session of 2025; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu, the Chairperson of the Honolulu City Council, and the Director of the Department of Transportation Services of the City and County of Honolulu.
