HOUSE CONCURRENT

RESOLUTION

 

 

requesting the department of education to provide students, parents, principals, teachers, staff, and the general public with the department's bullying procedures.

 

 

 


     WHEREAS, students' safety, social-emotional health, and well-being continues to be a top priority for the Department of Education; and

 

     WHEREAS, the Department of Education is committed to fostering culturally responsive, supportive, and inclusive learning environments, which includes ongoing bullying prevention efforts; and

 

     WHEREAS, the Department of Education is guided by explicit discipline and bullying policies outlined in the Civil Rights Policy and Title VIII, chapters 19 and 89, Hawaii Administrative Rules; and

 

     WHEREAS, these rules and procedures cover various aspects, including definitions, reporting incidents, investigations, disciplinary actions, appeals process, and parent notifications regarding incidents of bullying, harassment, discrimination, and retaliation; and

 

     WHEREAS, directly informing students, parents, and school staff about the Department of Education's bullying procedures and making these procedures available in forms visible to students, including through the posting of the information in a prominent place on school grounds and at school functions, will help further prevent bullying in public schools in the State; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that the Department of Education is requested to provide students, parents, principals, teachers, staff, and the general public with the Department's bullying procedures; and

 

     BE IT FURTHER RESOLVED that Department of Education principals, teachers, and staff, are requested to disseminate the Department's bullying procedures to students in various forms, including posting the information in a prominent place at school and at school functions; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Education and Superintendent of Education.
