HOUSE CONCURRENT

RESOLUTION

 

 

requesting that the Department of Transportation CONSTRUCT on the H-1 freeway a westbound zipper lane for use on weekdays during the hours of 3:00 p.m. and 6:00 p.m.

 

 

 


     WHEREAS, between 2010 and 2020, the populations of the West Oahu neighborhoods of Makakilo, Kapolei, and Ewa increased by more than thirty percent; and

 

     WHEREAS, this population increase, coupled with Oahu's limited highway capacity, has led to significant traffic congestion eastbound along the H-1 freeway on weekday mornings and westbound along the H-1 freeway on weekday afternoons; and

 

     WHEREAS, efforts to address traffic congestion on Oahu include construction of the Skyline rail system and the use of an eastbound barrier-separated high occupancy vehicle lanes, or zipper lane, on weekdays between 5:30 a.m. and 9:00 a.m.; and

 

     WHEREAS, however, due to the lack of a westbound zipper lane, West Oahu residents must endure grueling commutes home each afternoon; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that the Department of Transportation is requested to construct on the H-1 freeway a westbound zipper lane for use on weekdays during the hours of 3:00 p.m. and 6:00 p.m.; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
