A BILL FOR AN ACT

 

 

RELATING TO RENEWABLE ENERGY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 196, Hawaii Revised Statutes, is amended by adding three new sections to part IV to be appropriately designated and to read as follows:

     "§196-A  Solar energy storage system loan program.  (a)  There is established a solar energy storage system loan program, which shall be administered by the authority, to provide low-interest loans to asset limited, income constrained, employed households for the purchase and installation of residential solar energy storage systems.  For the purposes of this section, "asset limited, income constrained, employed household" means a household with an income of up to one hundred forty per cent of the area median income.

     (b)  The authority may adopt rules pursuant to chapter 91 to carry out the functions, powers, and duties identified in section 196-64(c) and (d).

     §196-B  Renewable energy system installation loan program.  (a)  There is established a renewable energy system installation loan program, which shall be administered by the authority, to provide low-interest loans to households with an income of up to one hundred forty per cent of the area median income for the purchase and installation of residential photovoltaic and energy storage systems, including battery storage systems.

     (b)  The authority may adopt rules pursuant to chapter 91 to carry out the functions, powers, and duties identified in section 196-64(c) and (d).

     §196-C  Solar energy system revolving loan fund.  (a)  There is established in the state treasury the solar energy system revolving loan fund, into which shall be deposited:

     (1)  Appropriations made by the legislature for deposit into the fund;

     (2)  Contributions from public or private partners; and

     (3)  All interest earned on or accrued to moneys deposited into the revolving loan fund.

     (b)  Moneys in the solar energy system revolving loan fund shall be expended by the authority for the solar energy storage system loan program pursuant to section 196-A and renewable energy system installation loan program pursuant to section 196-B."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 to be deposited into the solar energy system revolving loan fund established pursuant to section 196-C, Hawaii Revised Statutes.

     SECTION 3.  There is appropriated out of the solar energy system revolving loan fund established pursuant to section 196-C, Hawaii Revised Statutes, the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 for the solar energy storage system loan program established pursuant to section 196-A, Hawaii Revised Statutes, and renewable energy system installation loan program pursuant to section 196-B, Hawaii Revised Statutes.

     The sum appropriated shall be expended by the Hawaii green infrastructure authority for the purposes of this Act.

     SECTION 4.  In codifying the new sections added by section 1 of this Act, the revisor of statutes shall substitute appropriate section numbers for the letters used in designating the new sections in this Act.

     SECTION 5.  New statutory material is underscored.

     SECTION 6.  This Act shall take effect on June 30, 3000.
