A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Forty-eighth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $30,791,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the forty-eighth representative district, as follows:

1.   Ahuimanu elementary school

     Design and construction for a fire lane for emergency access and maintenance.

     Design                          $80,000

     Construction                   $600,000

          Total funding                       $680,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Ben Parker elementary school

     Design and construction for electrical upgrades with a new transformer and panel board to provide enough electrical support to the window AC units being purchased.

     Design                          $80,000

     Construction                   $600,000

          Total funding                       $680,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Ben Parker elementary school

     Design, construction, and equipment and appurtenances for a new elevator to provide appropriate access to buildings C, D, and H for students, faculty, and visitors.

     Design                          $85,000

     Construction                 $1,815,000

     Equipment                      $100,000

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Castle high school

     Design and construction for agricultural farm expansion to accommodate increased ideas into farm education.

     Design                         $100,000

     Construction                 $5,900,000

          Total funding                     $6,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Castle high school

     Design and construction for auto shop expansion.

     Design                         $100,000

     Construction                 $5,900,000

          Total funding                     $6,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Kaaawa elementary school

     Construction for electrical upgrades to the breaker to install more AC.

     Construction                 $3,000,000

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Kaneohe elementary school

     Plans, design, and construction for a covered deck extending off of cafeteria to safely accommodate 100 additional student dining stations in typical weather conditions.

     Plans                          $150,000

     Design                         $150,000

     Construction                 $1,200,000

          Total funding                     $1,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

8.   Kaneohe elementary school

     Plans, design, and construction for a covered play court and ground site improvements.

     Plans                          $150,000

     Design                         $150,000

     Construction                   $500,000

          Total funding                       $800,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

9.   King intermediate school

     Design and construction for campus covered walkways and sidewalk repair for buildings A, D, F, H, I, and N to address a safety issue caused by lifting caused by banyan tree root growth.

     Design                          $60,000

     Construction                   $340,000

          Total funding                       $400,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

10.  King intermediate school

     Design and construction for resurfacing of outdoor playcourts near the P.E. locker room, used by students for recess and P.E. classes.

     Design                          $80,000

     Construction                   $600,000

          Total funding                       $680,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

11.  King intermediate school

     Design, construction, and equipment and appurtenances for replacement of gym floors and bleachers damaged by termites, used by P.E. classes and for BB, VB, wresting, pickle ball, and futsal.

     Design                          $80,000

     Construction                   $400,000

     Equipment                      $300,000

          Total funding                       $780,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

12.  Puohala school

     Design and construction for expansion of a parking lot to service all staff and visitors.

     Design                          $80,000

     Construction                   $300,000

          Total funding                       $380,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

13.  Puohala school

     Design and construction for slop stabilization (part II - continue to stabilize slope and manage trees)

     Design                          $80,000

     Construction                   $300,000

          Total funding                       $380,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

14.  Hawaii state hospital

     Design and construction for security improvements.

     Design                         $150,000

     Construction                 $2,350,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of health.

15.  Hawaii state hospital

     Plans and equipment and appurtenances for upgrade of the lower campus CCTV cameras from analog to IP.

     Plans                          $150,000

     Equipment                    $4,850,000

          Total funding                     $5,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of health.

16.  Windward community college

     Construction and equipment and appurtenances for repair and replacement of existing HVAC system for Hale Imiloa (science building).

     Construction                    $10,999

     Equipment                            $1

          Total funding                        $11,000

     The sum appropriated for this capital improvement project shall be expended by the university of Hawaii.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
