A BILL FOR AN ACT

 

 

relating to invasive species.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The legislature finds that rose ringed parakeets are an invasive species that threaten the environment of Hawaii.  The legislature further finds that colonies of rose ringed parakeets have reached alarming levels on Kauai.  The legislature additionally finds, however, that the Hawaii invasive species council explained that work on pilot project solutions on Kauai have been put on hold due to a lack of funding.

     Therefore, the purpose of this Act is to appropriate funds to the department of land and natural resources and Hawaii invasive species council for population control and eradication of rose ringed parakeets across Hawaii.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for population control and eradication of rose ringed parakeets across Hawaii.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for population control and eradication of rose ringed parakeets across Hawaii.

     The sums appropriated shall be expended by the Hawaii invasive species council for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2023.
