A BILL FOR AN ACT

 

 

RELATING TO THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the State is experiencing a reduction in the labor pool.  As the cost of living increases, many residents are choosing to move away to seek better employment options elsewhere.  The legislature further finds that government employers are faced with added challenges in filling vacant positions due to uncertain government funding, unions and collective bargaining agreements, and a merit-based, civil service system that restricts flexibility.  According to the department of human resources development, there are almost four thousand vacant positions in the executive branch of the State.  In addition to vacant positions, the department of human resources development projects that roughly 33.40 per cent of the existing workforce in the executive branch is eligible to retire by June 30, 2027, further adding to the problem of a high rate of vacant positions in state government.

     The legislature believes that using online employment marketplace or networking platforms such as LinkedIn or ZipRecruiter will increase the applicant pool to assist with recruiting efforts.  Many individuals in search of employment use these online platforms as they cover a large base of potential employers.  This would benefit the State by allowing state departments to spread a wider net to attract individuals to fill vacant positions in state government.

     Accordingly, the purpose of this Act is to appropriate matching funds for the department of human resources development to retain the services of an online employment marketplace or networking platform to assist in recruiting employees for the State.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the purposes of matching federal funds to retain the services of an online employment marketplace or networking platform to assist in recruiting employees for the State; provided that the department of human resources development shall expend matching federal funds for this expenditure.

     The sums appropriated shall be expended by the department of human resources development for the purposes of this Act.

     SECTION 3.  This Act shall take effect on June 30, 3000.
