A BILL FOR AN ACT

 

 

relating to waste management.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that waste transfer stations make solid waste collection more efficient by providing residents of Hawaii with a central location to dispose of their household material and other trash that will later be reloaded into larger vehicles for shipment to a final disposal site.  Many transfer stations in the State have limited days of operation, with some transfer stations being open to the public only one day a week.  The legislature believes that adequate access to transfer stations will lower littering, pollution, and rubbish in the State's communities.

     The purpose of this Act is to offer relief for communities with heightened burdens of rubbish by requiring all publicly or privately owned or operated transfer stations in the State to be open to the public for at least two days a week.

     SECTION 2.  Chapter 342G, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§342G-     Transfer stations; days of operation.  (a)  All publicly or privately owned or operated transfer stations shall be open to the public at least two days a week.

     (b)  As used in this section, "transfer station" means a fixed or mobile supplemental transportation facility used as an adjunct to solid waste route collection vehicles."

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.
