A BILL FOR AN ACT
RELATING TO THE DEPARTMENT OF TRANSPORTATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that Kolekole pass on the westside of Oahu is currently in disrepair and not equipped for traffic. The pass is operated through an agreement with the United States military and access is limited to use by emergency vehicles or as a civilian evacuation route. The westside of Oahu has limited access roads and would greatly benefit from alternate routes of travel, like Kolekole pass.
The legislature further finds that the system of roads known as the Waianae Coast emergency access road consists of gated roads that are under the jurisdiction of the department of emergency management of the city and county of Honolulu and can be opened when deemed necessary or when requested by the Honolulu police department.
The purpose of this Act is to develop alternate routes on the westside of Oahu to alleviate traffic and improve public safety by establishing a task force in the department of transportation to repair, maintain, and reconstruct Kolekole pass for two-way traffic and open the Waianae Coast emergency access road for public use.
SECTION 2. (a) There is established within the department of transportation for administrative purposes a Waianae transportation task force. The task force shall:
(1) Partner with the state department of defense to repair, maintain, and reconstruct Kolekole pass for two-way traffic;
(2) Partner with the city and county of Honolulu to permanently open the Waianae Coast emergency access road for public use; and
(3) Explore further options to identify alternative routes into and out of the Waianae Coast.
(b) The task force shall seek to establish agreements with:
(1) The United States military to allow for the repair, maintenance, and expansion of Kolekole pass for two-way traffic; and
(2) The city and county of Honolulu and private landowners for the use of Waianae Coast emergency access road.
(c) The task force shall be chaired by the director of transportation, who shall invite members of the United States military and representatives from the department of emergency management of the city and county of Honolulu to participate in the task force.
(d) Members of the task force shall serve without compensation but shall be reimbursed for reasonable expenses incurred, including travel expenses.
(e) The task force shall submit a report of its
findings and recommendations, including any proposed legislation, to the
legislature no later than twenty days prior to the convening of the regular
session of 2025.
SECTION 3. This Act shall take effect on July 1, 3000.
