A BILL FOR AN ACT

 

 

RELATING TO PROCESS IMPROVEMENT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There shall be established within the office of the governor a three-year pilot program for an office of process improvement.

     (b)  The office of process improvement shall conduct process and efficiency evaluations for various offices and agencies and make recommendations, including any proposed legislation or rulemaking, for process improvement.  The office shall initially conduct a review of the department of human resources development's hiring practices against normative standards, as applicable, and thereafter may receive requests from the governor to conduct a review of state departments, agencies, offices, or programs.

     (c)  The office of process improvement shall be headed by a process improvement expert, who shall be equivalent to a Lean Six Sigma black belt, and consist of a certified change manager and an administrator.

     (d)  The office may contract additional positions as needed.

     (e)  The office of the governor shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2027.  The report shall include at minimum:

     (1)  The administration, efficacy, and production of the pilot program;

     (2)  Recommendations on the direction of the pilot program;

     (3)  Number and types of requests received; and

     (4)  Summaries of evaluations completed.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2024-2025 to establish and operate the office of process improvement pilot program, including the hiring of three full-time equivalent (3.0 FTE) positions.

     The sum appropriated shall be expended by the office of the governor for the purposes of this Act.

     SECTION 3.  In accordance with section 9 of article VII of the Hawaii State Constitution and sections 37‑91 and 37‑93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in H.B. No.    , will cause the state general fund expenditure ceiling for fiscal year 2024‑2025 to be exceeded by $           or      per cent.  In addition, the appropriation contained in this Act will cause the general fund expenditure ceiling for fiscal year 2024‑2025 to be further exceeded by $           or      per cent.  The combined total amount of general fund appropriations contained in only these two Acts will cause the state general fund expenditure ceiling for fiscal year 2024‑2025 to be exceeded by $           or      per cent.  The reasons for exceeding the general fund expenditure ceiling are that:

     (1)  The appropriation made in this Act is necessary to serve the public interest; and

     (2)  The appropriation made in this Act meets the needs addressed by this Act.

     SECTION 4.  This Act shall take effect on July 1, 3000.
