A BILL FOR AN ACT

 

 

relating to farms.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  Chapter 141, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§141-     Grant program; chicken farmers.  (a)  There is established in the department of agriculture a grant program to assist chicken farmers in meeting the costs of raising chickens for human consumption.

     (b)  The program shall provide grants to qualified applicants with the following terms and conditions:

     (1)  Grants shall be given to applicants operating a chicken farm raising 40,000 chickens or less;

     (2)  No grants shall be given unless money has been spent by the applicant toward raising chickens;

     (3)  The total amount of a grant to any one applicant shall not exceed $          ; and

     (4)  No grant shall be given for costs that were incurred more than five years prior to the time the application for the grant is received by the department.

     (c)  The department shall adopt rules to carry out the purposes of the grant program.  The grant applications shall be reviewed and approved by an administrative staff member of the department."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the department of agriculture to provide grants under the grant program established pursuant to section 2 of this Act.

     The sums appropriated shall be expended by the department of agriculture for the purposes of this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2023.
