A BILL FOR AN ACT

 

 

RELATING TO THE MAINTENANCE OF MANOA STREAM.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the city and county of Honolulu has not regularly performed periodic maintenance activities necessary on Manoa stream to adequately address flood mitigation through vegetative management, debris removal, and streambed dredging at specific locations.  Manoa stream has a history of flood events, the most recent extensive event being the October 30, 2004, flood that caused over $80,000,000 in damage to the University of Hawaii at Manoa campus.  In the aftermath of this devastating flood, government entities committed to performing dredging activities of Manoa stream twice per year from upstream of Kahaloa drive bridge to downstream of Woodlawn drive bridge, the area historically most affected by flood events.

     The purpose of this Act is to appropriate funds for the city and county of Honolulu to perform maintenance activities to benefit Manoa stream.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the city and county of Honolulu to perform maintenance activities to benefit Manoa stream.

     The sums appropriated shall be expended by the city and county of Honolulu for the purposes of this Act.

     SECTION 3.  This Act shall take effect on June 30, 3000.
