SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $106,223,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the fourteenth representative district, as follows:

1. King Kamehameha III elementary a/c replacements

Construction for a/c unit replacements for buildings A-E.

The sum appropriated for this capital improvement project shall be expended by the department of education.

2. King Kamehameha III elementary G-building

Construction for renovation to ramp and lanai for G building.

The sum appropriated for this capital improvement project shall be expended by the department of education.

3. King Kamehameha III elementary playground

Design and construction for replacement of worn and missing mooring piles.

12. Lahaina harbor pier repair

Design and construction for pier repairs (including electrical service, lighting, and mooring pile replacement) at Lahaina harbor.

13. Mala boat ramp access road

15. Lahaina bypass

The sum appropriated for this capital improvement project shall be expended by the department of transportation.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

SECTION 3. This Act shall take effect on July 1, 2023.
