Your Committee on Transportation, to which was referred H.C.R. No. 59 entitled:
"HOUSE CONCURRENT RESOLUTION URGING THE CITY AND COUNTY OF HONOLULU TO WORK WITH THE HONOLULU DEPARTMENT OF TRANSPORTATION SERVICES AND THE HONOLULU POLICE DEPARTMENT TO INCREASE ENFORCEMENT EFFORTS AGAINST ILLEGAL ELECTRIC BICYCLES AND DIRT BIKE MOTORCYCLES TO MAKE SIDEWALKS AND PUBLIC ROADWAYS SAFER,"
begs leave to report as follows:
The
purpose of this measure is to urge
the Department of Transportation Services of the City and County of Honolulu to
work with the Honolulu Police Department to increase enforcement efforts
against illegal electric bicycles and dirt bike motorcycles to make sidewalks
and public roadways safer.
Your Committee finds
that electronic bicycles are widely available and becoming a more prevalent
means of personal transportation.
However, electric bicycles can become a serious safety hazard when
ridden on sidewalks or in the middle of traffic lanes. Your Committee further finds that riders of electric
bicycles often make an illegal and dangerous modification to their electric
bicycles by installing an aftermarket delimiter that allows the electric
bicycle to reach speeds of thirty miles per hour. This measure is intended to make the State's
roads and sidewalks safer by increasing enforcement efforts against illegally
modified electric bicycles and unsafe and unlicensed use of dirt bike
motorcycles.
Your Committee has amended this measure by:
(1) Amending its title in accordance with its amended purpose;
(2) Deleting as unnecessary references to the City and County of Honolulu and instead urging the Department of Transportation Services of the City and County of Honolulu to work with the Honolulu Police Department; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 59, as amended herein, and recommends its adoption in the form attached hereto as H.C.R. No. 59, H.D. 1.
