Your Committee on Transportation, to which was referred H.C.R. No. 223 entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE CITY AND COUNTY OF HONOLULU TO CONVENE A TASK FORCE TO STUDY PERMITTED EVENTS IN URBAN HONOLULU,"
begs leave to report as follows:
The purpose of this measure is to request the City and County of Honolulu to convene a task force to study permitted events in urban Honolulu.
Your Committee did not receive any written testimony on this
measure.
Your Committee finds
that the City and County of Honolulu grants over one hundred permits for events
every year. Your Committee further finds
that many of these events require the road closure of major arteries in urban
Honolulu, and some of these closures can last up to twelve hours, preventing
residents in these areas from leaving their homes and carrying on their daily
activities. This measure requests the City
and County of Honolulu to examine the frequency, duration, impact, and road
closure management of these events on residents of the communities in which
these events are held.
Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 223, as amended herein, and recommends that it be referred to your Committee on Judiciary & Hawaiian Affairs in the form attached hereto as H.C.R. No. 223, H.D. 1.
