The purpose of this measure is to appropriate funds to increase funding for the Department of Human Services' Med-QUEST Division reimbursement for applied behavioral analysis services.

Your Committee received testimony in support of this measure from the Hawaii Disability Rights Center; Behavioral and Therapeutic Services of Hawaii; Maui Learning Academy; Mau Loa Learning; Autism Behavior Consulting Group, Inc; The Council of Autism Service Providers; Hawai‘i Association for Behavior Analysis; BAYADA Behavioral Health; Malama Pono Autism Center; Platter Behavioral Consulting; Easterseals Hawaii; and numerous individuals. Your Committee received comments on this measure from the Department of Human Services.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2712, H.D. 1, and recommends that it pass Third Reading.
