     Your Committee on Judiciary & Hawaiian Affairs, to which was referred H.B. No. 1546, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO RESTORATION OF BEACH LANDS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to amend the definition of "beach restoration" used in laws governing the Board of Land and Natural Resources' powers to engage in beach restoration to include activities undertaken to maintain and improve eroded beaches and degraded dune systems and remove abandoned remnant manmade materials that pose a risk to public and ecosystem health.

 

     Your Committee received testimony in support of this measure from the Department of Land and Natural Resources; University of Hawaiʻi Sea Grant College Program; and Climate Resilience Collaborative.  Your Committee received testimony in opposition to this measure from Hilton Grand Vacations; Starn, O'Toole, Marcus & Fisher; and one individual.  Your Committee received comments on this measure from the Office of Planning and Sustainable Development.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1546, H.D. 1, and recommends that it pass Third Reading.
