RELATING TO CONSUMER PROTECTION. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one per cent after 7/1/2025. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.

RELATING TO OHANA ZONES. Appropriates funds for the ohana zones pilot program, including expenses relating to operations, upkeep of facilities, provision of services, and administrative costs. Authorizes the issuance of general obligation bonds for the construction of facilities for the ohana zones pilot program.

RELATING TO HUMAN SERVICES. Requires the office of the lieutenant governor to convene a working group to examine the feasibility of establishing and implementing a kauhale pilot program based on specified criteria to provide shelter and other services to homeless individuals in the State and to submit a report of the working group's findings and recommendations, including any proposed legislation, to the legislature prior to the regular session of 2024.

RELATING TO FIREWORKS. Establishes the 2023 illegal fireworks task force within the department of the attorney general to develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control law; and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the legislature.

RELATING TO HUMAN SERVICES. Appropriates moneys for the Department of Human Services to purchase, staff, and operate 2 mobile clinics to serve homeless persons residing in ohana zones.

RELATING TO TELEHEALTH. Conforms the State's law regarding telehealth to the medicare standards by clarifying that telehealth services provided by way of an interactive telecommunications system be reimbursed.

RELATING TO THE PRACTICE OF BEHAVIOR ANALYSIS. Makes permanent the exemption from the behavior analyst licensing requirements for teachers working in collaboration with a licensed behavior analyst or licensed psychologist. Removes the exemption from the behavior analyst licensing requirements for direct support workers and allows a registered behavior technician who is under the direction of a licensed psychologist to implement applied behavior analysis services.

RELATING TO INFANT AND EARLY CHILDHOOD MENTAL HEALTH. Establishes the Infant and Early Childhood Mental Health Program within the Department of Health to provide and coordinate mental health services for children from birth to age five, develop and implement flexible strategies for the delivery of services and workforce training, and promote better understanding of the needs of infants and young children, the importance of positive early relationships, and the benefits of trauma-informed care.

RELATING TO PSYCHOLOGY. Establishes licensure for school psychologists consistent with National Association of School Psychologists standards. Clarifies that the exemptions from licensure as a psychologist apply to those persons employed as school psychologists by an educational institution and practicing only within a school setting. Prohibits private practice by school psychologists. Renames the Hawaii teacher standards board the Hawaii teacher standards and school psychologists board; amends the composition of the board to include two school psychologists and requires the board to submit a report to the legislature. Sunsets 7/1/2026.
