RELATING TO INSURANCE.

Clarifies when the termination of peer-to-peer car-sharing occurs for purposes of motor vehicle insurance.  Clarifies the application of the peer-to-peer car-sharing insurance laws as to other entities that make available rental vehicles under state law.  Amends the minimum motor vehicle insurance coverage for shared cars to be consistent with the existing minimum coverage for personal vehicles.  Clarifies when the requirements for motor vehicle insurance coverage are satisfied.  Repeals the sunset of the peer-to-peer car-sharing insurance requirements.

RELATING TO INSURANCE.

Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program.  On 6/30/2025, repeals the allowable exclusions, recordkeeping requirements, right of recovery, insurable interest, and required disclosures and notices under the peer-to-peer car-sharing insurance law.

RELATING TO THE CONSERVATION AND RESOURCES ENFORCEMENT PROGRAM.

Requires the Department of Land and Natural Resources to pursue and obtain accreditation for the Conservation and Resources Enforcement Program from the Commission on Accreditation for Law Enforcement Agencies, Inc.  Appropriates funds.

RELATING TO EDUCATION.

Establishes and appropriates funds for the Hawaii teacher apprenticeship program to support, recruit, develop, and retain teachers for Hawaii public schools.

RELATING TO THE CONSERVATION AND RESOURCES ENFORCEMENT PROGRAM.

Requires the department of land and natural resources to establish an unmanned aircraft systems program.  Authorizes conservation and resources enforcement officers to use unmanned aircraft systems.  Requires the department of land and natural resources to submit an annual report of the effectiveness of the unmanned aircraft systems program to the legislature.
