RELATING TO TIME SHARING.

Clarifies that a developer is responsible for ensuring that the use of time share units located outside the State for time sharing purposes complies with zoning and land use laws and rules of the jurisdiction where the time share units are located but is not required to submit evidence of such compliance to register in Hawaii.  Effective 6/30/3000.  (HD1)

Clarifies that when trespass involves public land, all state and county law enforcement officers are authorized to and shall enforce trespass laws, without regard to whether the land is owned by the State or by a county.

RELATING TO THE CONSERVATION AND RESOURCES ENFORCEMENT PROGRAM.

Requires the department of land and natural resources to establish an unmanned aircraft systems program.  Authorizes conservation and resources enforcement officers to use unmanned aircraft systems.  Requires the department of land and natural resources to submit a biennial report of the effectiveness of the unmanned aircraft systems program to the legislature.  Appropriates funds.  Effective 6/30/3000.  (HD1)

RELATING TO STATE WATER CODE PENALTIES.

Adds a minimum penalty of $50 and a maximum penalty of $25,000 per violation of the state water code and makes each day that a violation exists or continues to exist a separate offense.  Requires the commission on water resource management to determine the amount of the penalty based on the circumstances of the violation.  Creates two positions within the commission on water resource management.  Appropriates funds.  Effective 6/30/3000.  (HD1)

Authorizes the department of land and natural resources, through the state historic preservation division to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third-party consultants if the department will not be able to complete its review within sixty days.  Appropriates funds.  Effective 6/30/3000.  (HD2)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires DLNR to develop and publish a website that includes the application processes for a permit, license, or reservation needed to conduct recreational and commercial activities in the State that are regulated by or under the jurisdiction of the department.  Requires DLNR to convert existing application processes into a digital format to be used on the website.  Appropriates funds for the establishment of the website.  Effective 6/30/3000.  (HD1)
