Establishes the Art in Private Places and Performing Arts Committee to establish the Art in Private Places and Performing Arts Pilot Programs to select, review, and fund grant proposals for performing arts events.  Clarifies the scope of the State Foundation on Culture and the Arts' responsibilities to include administration of the Performing Arts Pilot Program.  Appropriates funds to the state foundation on culture and the arts for the Art in Private Places and Performing Arts Pilot Programs and to establish one position for the State Foundation on Culture and the Arts.  Requires annual reports to the Legislature.  Effective 6/30/3000.  (SD1)

RELATING TO AGRICULTURE.

Establishes a program specialist position within the department of agriculture and appropriates moneys to fund the position.  Requires the grant specialist to prioritize assistance for farmers and ranchers who produce local food, at least some portion of which is consumed within the State.  Effective 6/30/3000.  (HD1)

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Changes the cap for awards to assist businesses applying for the Small Business Innovation Research Grant Program and the Small Business Technology Transfer Grant Program to an unspecified amount.  Adds purchasing of renewable energy systems as an eligible expense, and clarifies that training on both new and existing manufacturing equipment is an eligible expense, for the Manufacturing Development Grant Program.  Effective 6/30/3000.  (HD1)

RELATING TO GENDER PARITY IN PROGRAMS FOR INCARCERATED WOMEN.

Appropriates funds to the Hawaii Friends of Restorative Justice as a chapter 42F, Hawaii Revised Statutes, grant to conduct a study of all programming offered to persons incarcerated at correctional facilities and convene a group of incarcerated women for the purpose of identifying gaps in programming offered to female inmates.  Requires that the study be submitted to the Legislature by 12/1/2023.  Effective 7/1/2050.  (SD1)

RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Repeals language that gives the Director of Finance discretion to use moneys in the Hawaii ABLE Savings Program Trust Fund if the Director elects to accept deposits from contributors instead of sending deposits directly to the ABLE Program Manager.  Authorizes the Director of Finance to expend moneys in the Hawaii ABLE Savings Program Trust Fund to provide incentive payments to Hawaii public school ABLE account owners.  Establishes one full-time equivalent (1.0 FTE) permanent position to provide statewide outreach, advocacy, and relationship management for the Hawaii ABLE Savings Program.  Effective 6/30/2050.  (SD1)

RELATING TO CANCER.

Appropriates funds to the University of Hawaii Cancer Center to conduct a multiethnic cohort study focusing on the social determinants of health, lifestyles, environmental exposures, and resilience factors of Native Hawaiians, Pacific Islanders, and Filipinos.  Requires the Cancer Center to seek federal funding to complete the study.  Effective 6/30/3000.  (SD1)
