Establishes a five-year general excise tax exemption beginning 1/1/24 for amounts received from the servicing and maintenance of helicopters in an aircraft service and maintenance facility or from the construction of a facility that services and maintains helicopters where at least 75 percent of the helicopters serviced and maintained annually in the facility are equipped with quiet technology.  Sunsets 12/31/2028.  Effective 7/1/3000.  (SD1)

Requires the Department of Human Services to: establish a Neighbor Islands Blind and Visually Impaired Service Pilot Program that supplements existing statewide services by providing training and other services to neighbor island residents who are blind or visually impaired; establish a working group to develop a pilot program implementation plan and submit the plan to the Legislature before the Regular Session of 2024; and submit a report on the pilot program to the Legislature before the Regular Session of 2027.  Appropriates funds.  Repeals on 6/30/2027.  Effective 6/30/2050.  (SD1)

Establishes a public policy framework that addresses state goals in the area of economic diversification.  Appropriates funds to the Hawaii Technology Development Corporation to implement specific projects that address those goals.  Requires the Hawaii Technology Development Corporation to submit annual reports over three years to the Legislature.  Authorizes the Hawaii Technology Development Corporation to temporarily re-establish the Hawaii Office of Naval Research Grant Program to provide fifty per cent matching grants to Hawaii awardees of alternative energy research grants from the Department of Defense Office of Naval Research.  Establishes the Alternative Energy Research and Development Revolving Fund.  Appropriates moneys into and out of the revolving fund.  Effective 6/30/3000.  (SD1)

Extends the period within which a county may adopt a surcharge on state tax, under certain conditions, from 3/31/2019 to 12/31/2023.  Authorizes the use of county surcharge revenues for housing infrastructure in counties having a population of five hundred thousand or less.  Temporarily authorizes counties that have previously adopted a surcharge on state tax to amend the uses of the surcharge.  Effective 7/1/2050.  (SD1)

Part I: Establishes and appropriates funds for a county cesspool pilot program in Department of Health to work with each county to identify a priority area to expand the county sewage system or other centralized treatment system to connect individual properties in the priority area and reduce or eliminate cesspools in the identified area.  Part II:  Creates a cesspool conversion section in DOH to facilitate the conversion of cesspools within the State.  Establishes and appropriates funds for positions.  Part III: Requires DOH to retain experts to identify necessary public outreach and education resources and tools, and develop a comprehensive public outreach strategy and educate homeowners regarding the State's cesspool upgrade, conversion, and connection requirements and deadlines. Part IV:  Establishes an income tax credit for the cost of upgrading or converting a qualified cesspool to a director of health-approved wastewater system or connecting to a sewerage system.  Requires certain information regarding cesspools on real property to be included in seller mandatory disclosures for real property transactions.  Effective 6/30/3000.  (SD1)

Beginning November 1, 2023, establishes a pre-litigation mediation pilot program that extends the period for a notice of termination of the rental agreement from five business days to ten calendar days, requires landlords to participate in mediation before filing an action for summary possession, and requires landlords to provide specific information in the ten-calendar-day notice to tenants and a mediation center that offers free mediation for residential landlord-tenant disputes.  Appropriates funds for a pre-litigation mediation pilot program.  Creates and appropriates funds for an emergency rent relief program.  Effective 6/30/3000.  (SD1)
