Requires the Hawaii Housing Finance and Development Corporation (HHFDC) to establish a five-year Dwelling Unit Revolving Fund Equity Pilot Program.  Requires HHFDC to establish criteria for the prioritization of eligible buyers of the Pilot Program based on state policies and goals and to submit a report to the Legislature regarding the eligibility criteria.  Establishes one full-time equivalent Housing Development Specialist III position.  Appropriates funds.  Sunsets 6/30/2028.  Effective 7/1/2050.  (SD1)

Requires counties with a private activity bond issuance program to exhaust their allotment before applying to the State for the state allocation.  Requires the State, if it receives a county allocation, to award that same amount to project or projects in that county before awarding to projects in other counties.  Requires a project to first apply to the county in which the project is located, if the county has a private activity bond issuance program, before applying to the State.  Requires the directors of finance of each county to report to the department of budget and finance and Hawaii Housing Finance and Development Corporation any county amount of unused or unassigned allocation.  Effective 7/01/2050.  (SD1)

Extends the repeal date of the tax credits for research activities for an additional five years.  Adds a cap amount on the tax credit for research activities that may be claimed by a taxpayer and all its business entities.  Consolidates the survey and certification requirements for the tax credit for research activities.  Changes to an unspecified amount the annual aggregate cap amount on the tax credit for research activities.  Requires certification of the tax credit for research activities on a first-come, first-served basis to be based on the date that a complete application is received, subject to certain conditions.  Requires a qualified high technology business be registered to do business in the State.  Effective 6/30/3000.  (SD1)

Authorizes the Hawaii Housing Finance and Development Corporation to issue bonds for infrastructure projects for housing projects and to finance the development of regional state infrastructure projects.  Authorizes the issuance of general obligation bonds with the funds to be deposited into the Dwelling Unit Revolving Fund.  Appropriates funds into and out of the Dwelling Unit Revolving Fund.  Requires a report to the Legislature on the housing units to be generated by the infrastructure projects.  Effective 7/1/2050.  (SD1)
