RELATING TO THE HAWAII FILM INDUSTRY.

Establishes the Hawaii Film Commission in the Department of Business, Economic Development, and Tourism.  Extends the sunset date of the motion picture, digital media, and film production income tax credit to January 1, 2038.  Transfers all rights, powers, functions, and duties of the Hawaii State Film Office to the Hawaii Film Commission.  Appropriates funds for one full-time equivalent executive director position within the Hawaii Film Commission.

Appropriates funds for statewide planning and coordination for transit-oriented development projects identified in the state strategic plan for transit-oriented development.  Effective 7/1/2050.  (SD1)

Requires the Department of Human Resources Development to submit an annual report to the Legislature on the telework policies of the executive branch.  Appropriates funds.  Effective 1/1/2050.  (SD1)

RELATING TO EDUCATION.

Requires the Department of Education to submit annual reports.  Repeals standardized assessment requirements for students entering kindergarten.  Effective 7/1/3000.  (SD1)

RELATING TO HEARING AIDS.

Exempts from the general excise tax, gross receipts received by a hospital, infirmary, medical clinic, health care facility, pharmacy, or a practitioner licensed to administer drugs to an individual, from the sale of hearing aids.  Effective 12/31/2050.  (SD1)

RELATING TO HOUSING.

Creates the Rental Deposit Loan Program.  Allows the Hawaii Housing Finance and Development Corporation to develop certain housing projects that are exempt from laws, rules, and ordinances, including income restrictions, under certain circumstances.  Creates tax incentives for the development of affordable housing.  Amends the definition of "history property".  Temporarily allows third-party reviews of application and notifications to the State Historic Preservation Division for five years.  Authorizes counties to promote certain labor standards through zoning ordinances.  Includes off-site construction of a public work project under Hawaii's law on the wages and hours of employees on public works.  Requires that all orders from the Governor to set aside public lands for the development of affordable housing contain a provision that the construction of the development be subject to Hawaii's law on the wages and hours of employees on public works.  Appropriates funds.  Effective 01/01/2024.  (SD1)
