RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION.

Authorizes the Hawaii Housing Finance and Development Corporation the right of first refusal for the development of property for all development on state lands, excluding the Stadium Development District and lands under the Hawaii Public Housing Authority and Department of Hawaiian Home Land lands, that are within a one-half mile radius of a rail transit station which shall be triggered by a proposed development or proposed transfer of fee simple or leasehold property interest.  Requires state departments or agencies to provide sixty days advance written notice of any approval of a proposed development or proposed transfer of such lands.  (SD1)

RELATING TO MENTAL HEALTH AT THE UNIVERSITY OF HAWAII.

Appropriates funds to the University of Hawaii at Manoa to establish three additional permanent mental health practitioner positions within the Division of Student Success' Counseling and Student Development Center.

RELATING TO HOUSING.

Clarifies that the eligibility for the general excise tax exemption includes the nonreceipt of financing from the Hawaii Housing and Finance and Development Corporation.  Allows certain affordable rental housing projects to receive a waiver of various development fees from a county.  Removes the limit on the type of costs eligible for exemption from the general excise tax for development of affordable rental housing certified by the Hawaii Housing Finance and Development Corporation.

RELATING TO GREEN TRANSPORTATION INFRASTRUCTURE.

Establishes green infrastructure objectives and policies for transportation systems, infrastructure, and projects.  Establishes the Green Transportation Infrastructure Task Force to examine, evaluate, and develop policies for the design, implementation, and maintenance of green transportation infrastructure.  (SD1)

RELATING TO THE KAIWI COAST.

Designates the Kaiwi Coast Scenic Shoreline and adjacent lands as the Kaiwi Coast State Park.  Establishes protection and guidance for land management and funds two full-time equivalent (2.0 FTE) positions within the Department of Land and Natural Resources.  Appropriates funds.  Effective 7/1/2050.  (SD1)

RELATING TO DESIGNATED ECONOMIC DEVELOPMENT DISTRICT.

Establishes the Hawaii Economic Development District Planning Organization and board.  Designates the Office of Planning and Sustainable Development to organize the Hawaii Economic Development District Planning Organization.  Establishes two full-time exempt positions.  Makes an appropriation.  (SD1)

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Establishes a public policy framework that addresses state goals in the area of economic diversification.  Appropriates funds to the Hawaii Technology Development Corporation to implement specific projects that address those goals.  Requires the Hawaii Technology Development Corporation to submit annual reports to the legislature.  Authorizes the Hawaii Technology Development Corporation to temporarily re-establish the Hawaii Office of Naval Research Grant Program to provide fifty per cent matching grants to Hawaii awardees of alternative energy research grants from the Department of Defense Office of Naval Research.  Establishes the Alternative Energy Research and Development Revolving Fund.  Appropriates moneys into and out of the revolving fund.  (SD1)

      Status & Testimony

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND MEDICARE PART B PREMIUM REIMBURSEMENT.

Excludes state and county retired employees hired after June 30, 2023, and their spouses from receiving Medicare income related monthly adjustment amounts as part of their Medicare Part B reimbursement payments.  Takes effect 7/1/2050.  (SD1)
