RELATING TO THE HAWAII FILM INDUSTRY. Establishes the Hawaii Film Commission in the Department of Business, Economic Development, and Tourism. Extends the sunset date of the motion picture, digital media, and film production income tax credit to January 1, 2038. Transfers all rights, powers, functions, and duties of the Hawaii State Film Office to the Hawaii Film Commission. Appropriates funds for one full-time equivalent executive director position within the Hawaii Film Commission.

RELATING TO AQUACULTURE. Transfers the aquaculture program from the Department of Agriculture to the Agribusiness Development Corporation. Appropriates moneys.

RELATING TO MOORING LINES. Requires the securing of mooring lines from vessels requiring tug assistance to be manned by an existing, operational stevedoring company that is operating within the State. Authorizes a department to regulate labor required to provide stevedoring services to load and unload commodities and manifested cargo from a vessel requiring tug assistance from any harbor facility owned and controlled by the Department of Transportation. RELATING TO CONSUMER DATA PROTECTION. Establishes a framework to regulate controllers and processors with access to personal consumer data. Establishes penalties. Establishes a new consumer privacy special fund. Appropriates moneys. Effective 7/1/2050. (SD1)

RELATING TO EMERGENCY MANAGEMENT. Clarifies the scope of the Comprehensive Emergency Management Plan; delineates allowable uses of Major Disaster Fund monies; increases the amount of the additional funds that may be made available for the purpose of matching federal disaster relief fund from $5,000,000 to $10,000,000; shortens the duration of price control periods from 96 hours to 72 hours; defines "Severe Warning"; and clarifies that entities other than the National Weather Service issue warnings that may require the activation of the emergency management system.

RELATING TO THE RESEARCH CORPORATION OF THE UNIVERSITY OF HAWAII. Clarifies the purpose of the Research Corporation of the University of Hawaii and that its undertakings shall be limited to acts that are reasonably necessary to carry out its purpose. Repeals the requirement that the University of Hawaii contract with the Research Corporation when the University determines that other various agencies cannot more effectively or efficiently accomplish certain research and training activities. Grandfathers existing Research Corporation contracts and requires new contracts be subject to new limitations. Limits the scope of the special account the Research Corporation is authorized to establish. Requires revolving accounts to follow Corporation policies. Limits internal service orders and revolving accounts of the Research Corporation that use University intramural funds to certain projects and requires biannual reports to the Legislature. (SD1)

RELATING TO ECONOMIC DEVELOPMENT. Establishes an Office of Tourism and Destination Management within the Department of Business, Economic Development, and Tourism that encompasses regenerative tourism and best practice destination management. Transfers the functions, duties, appropriations, and positions of the Hawaii Tourism Authority to the Office of Tourism and Destination Management. Requires the Office of Tourism and Destination Management to implement certain county destination management action plans. Dissolves the Hawaii Tourism Authority and the Board of Directors for the Hawaii Tourism Authority. Appropriates funds. Takes effect 1/6/2050. (SD1)

RELATING TO AGRICULTURE. Establishes the Farmer Succession Pilot Program within the University of Hawaii Community College System. Requires a report to the Legislature. Appropriates funds for the pilot program and Farmer Apprentice Mentoring Program. (SD1)

RELATING TO THE TAX CREDIT FOR RESEARCH ACTIVITIES. Adds a cap for the amount of tax credits for research activities that an eligible taxpayer and the taxpayer's related entities may receive per taxable year. Consolidates the survey and certification requirements for tax credits for research activities. Amends the annual aggregate cap on tax credits for research activities that the Department of Business, Economic Development, and Tourism may certify. Requires certification of the tax credits for research activities on a first-come, first-served basis to be based on the date that a complete application is received, subject to certain conditions. Extends the sunset date for tax credits for research activities from December 31, 2024 to December 31, 2029. (SD1)
