      Status & Testimony

RELATING TO THE MORTGAGE INTEREST DEDUCTION.

Eliminates the mortgage interest deduction for second homes under Hawaii income tax law.  Requires the Department of Taxation to calculate the savings and report the revenue gained to the Director of Finance by September 1 of each year.

      Status & Testimony

RELATING TO TAXATION.

Authorizes a county with a pre-existing surcharge to continue the surcharge after December 31, 2030 at a lower rate of one-fourth per cent.  Authorizes counties that have not adopted a surcharge ordinance on state tax to adopt a surcharge ordinance at the current rate of one-half of one per cent through December 31, 2030 and at a rate of one-fourth of one per cent after December 31, 2030.  Expands the authorized use of surcharge revenues to more than capital costs for counties with a population greater than five hundred thousand.

Appropriates operating and capital improvement grants for fiscal year 2023.

Authorizes agencies to expend moneys from special funds under the agency's control for capital improvement projects, subject to legislative appropriation or authorization.  Prohibits the expenditure of amounts that exceed 20% of the special fund's ceiling.

Authorizes certain entities to elect to pay Hawaii income tax at the entity level through pass-through entities.

MAKING APPROPRIATIONS TO PROVIDE FOR THE EXPENSES OF THE LEGISLATURE, THE AUDITOR, THE LEGISLATIVE REFERENCE BUREAU, THE OMBUDSMAN, AND THE ETHICS COMMISSION.

Appropriates funds to provide for the expenses of the Legislature, Auditor, Legislative Reference Bureau, Ombudsman, and Ethics Commission.  (HD1)
