RELATING TO AGRICULTURAL PARK LEASES. Allows the Department of Agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of fifteen years or less; provided that the land covered by the lease is twenty-five acres or less and located in a county with a population of less than five hundred thousand.

RELATING TO INFORMATION TECHNOLOGY. Requires the technology services consolidation working group to decommission the Office of Enterprise Technology Services' data center located in the Kalanimoku Building; relocate the entire Office of Enterprise Technology Services data center to an interim primary, secure, and resilient facility; and use cloud computing with consideration of latency-sensitive systems that may require local presence or hybrid-cloud design and cloud or remote physical storage for all consolidated state information technology data. Extends to 6/30/28 the dissolution date of the technology services consolidation working group. Establishes requirements for procurement contracts for information technology-related projects. Establishes the Visitor Impact Fee Program within the Department of Land and Natural Resources, through which the department will collect a fee for a license to visit a state park, forest, hiking trail, or other state natural area. RELATING TO FIRE PREVENTION. Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project. Appropriates moneys as a chapter 42F, Hawaii Revised Statutes, grant for the University of Hawaii Windward Community College education and reentry program for incarcerated women developed and administered by Hawaii Friends of Restorative Justice. Authorizes the University of Hawaii Windward Community College to award grants to a private entity. (SD1)

RELATING TO GENDER PARITY IN PROGRAMS FOR INCARCERATED WOMEN. Appropriates funds to the Hawaii Friends of Restorative Justice and Women's Prison Project as a chapter 42F, Hawaii Revised Statutes, grant to conduct a study of all programming offered to persons incarcerated at correctional facilities and convene a group of incarcerated women for the purpose of identifying gaps in programming offered to female inmates. Requires that the study be submitted to the Legislature by 12/1/2023. (SD1)

Requires the securing of mooring lines from vessels requiring tug assistance to be manned by an existing, operational stevedoring company that is operating within the State. Authorizes a department to regulate labor required to provide stevedoring services to load and unload commodities and manifested cargo from a vessel requiring tug assistance from any harbor facility owned and controlled by the Department of Transportation. Authorizes the School Facilities Authority to contract to manage leasing and management of housing projects. Amends the composition and qualifications of the Early Learning Board to consist of individuals from each county, instead of from particular entities or types of providers. Appropriates moneys for the Preschool Open Doors Program and Executive Office on Early Learning to expand access to preschool and to implement program changes required by previous acts. Appropriates moneys.

RELATING TO GOVERNMENT. Specifies that a public servant convicted of the offense of bribery shall be sentenced to pay a fine of up to $250,000, in addition to a sentence of imprisonment or probation. Requires the Commission on Salaries to consider certain factors to retain qualified individuals and deter corruption and bribery. Amends the effective dates of recommended salary increases. (SD1)

RELATING TO EMERGENCY MANAGEMENT. Clarifies the scope of the Comprehensive Emergency Management Plan; delineates allowable uses of Major Disaster Fund monies; increases the amount of the additional funds that may be made available for the purpose of matching federal disaster relief fund from $5,000,000 to $10,000,000; shortens the duration of price control periods from 96 hours to 72 hours; defines "Severe Warning"; and clarifies that entities other than the National Weather Service issue warnings that may require the activation of the emergency management system.

Allows the Department of Hawaiian Home Lands to assume historic preservation review of the effect of any proposed project for lands under its jurisdiction except for projects affecting properties listed or nominated for inclusion in the Hawaii register of historic places or the national register of historic places or located in a designated historic district. RELATING TO OHANA ZONES. Appropriates funds for the ohana zones pilot program, including expenses relating to operations, upkeep of facilities, provision of services, and administrative costs. Authorizes the issuance of general obligation bonds for the construction of facilities for the ohana zones pilot program. Establishes one position within the Office of the Governor responsible for the deployment of the capital improvement funds appropriated by this Act. Specifies certain exemptions shall apply to the ohana zone construction. (SD1)

RELATING TO PSILOCYBIN. Establishes the Therapeutic Psilocybin Working Group within the Department of Health. RELATING TO THE RESEARCH CORPORATION OF THE UNIVERSITY OF HAWAII. Clarifies the purpose of the Research Corporation of the University of Hawaii and that its undertakings shall be limited to acts that are reasonably necessary to carry out its purpose. Repeals the requirement that the University of Hawaii contract with the Research Corporation when the University determines that other various agencies cannot more effectively or efficiently accomplish certain research and training activities. Grandfathers existing Research Corporation contracts and requires new contracts be subject to new limitations. Limits the scope of the special account the Research Corporation is authorized to establish. Requires revolving accounts to follow Corporation policies. Limits internal service orders and revolving accounts of the Research Corporation that use University intramural funds to certain projects and requires biannual reports to the Legislature. (SD1)

Establishes an Office of Tourism and Destination Management within the Department of Business, Economic Development, and Tourism that encompasses regenerative tourism and best practice destination management. Transfers the functions, duties, appropriations, and positions of the Hawaii Tourism Authority to the Office of Tourism and Destination Management. Requires the Office of Tourism and Destination Management to implement certain county destination management action plans. Dissolves the Hawaii Tourism Authority and the Board of Directors for the Hawaii Tourism Authority. Appropriates funds. Takes effect 1/6/2050. (SD1)

Provides that implementation of mileage-based road user fees take effect 1/1/2025. (SD1)

RELATING TO TAXATION. Extends the period in which a county may adopt a surcharge on state tax, under certain conditions, from 3/31/2019 to 12/31/2023. Authorizes the use of county surcharge revenues for housing infrastructure. Temporarily authorizes counties that have previously adopted a surcharge on state tax to amend the rates and uses of the surcharge. (SD1)
