Appropriates funds as a grant-in-aid to the Department of the Prosecuting Attorney of the City and County of Honolulu for the Victim Witness Assistance Program.  Takes effect 01/01/3000.  (SD1)

Appropriates funds to increase Medicaid reimbursements to eligible health care professionals in the State up to one hundred per cent of the current Medicare rates.  Effective 12/31/2050.  (SD1)

RELATING TO TRANSPORTATION.

Renames the Electric Bicycle and Electric Moped Rebate Program as the Electric Mobility Rebate Program.  Expands the scope of the program to include electric micro-mobility devices and an additional rebate type.  Repeals the requirement that eligible individuals cannot own a motor vehicle with four or more wheels.  Appropriates funds.  (SD1)

Enables the Board of Trustees of the Hawaii Employer-Union Health Benefits Trust Fund to establish appropriate salaries for the Administrator and Chief Investment Officer of the trust fund.  Effective 1/1/2050.  (SD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND SPOUSAL MEDICARE PART B PREMIUM REIMBURSEMENT.

Amends section 87A-23, Hawaii Revised Statutes, to exclude medicare reimbursement by the State and counties for the spouses of retired employees hired after June 30, 2023.  Effective 1/1/2050.  (SD1)

RELATING TO THE HAWAII EMPLOYMENT SECURITY LAW.

Creates the Unemployment Insurance Technology Special Fund that will be funded by an additional assessment of .01 per cent to Unemployment Compensation Trust Fund contributions to support the information technology operating and maintenance expenses for the payment of benefits and contributions under Hawaii's Employment Security Law.  Effective 1/1/2050.  (SD1)

RELATING TO BEHAVIORAL HEALTH SERVICES.

Appropriates funds for the:  expansion and enhancement of the suicide crisis hotline and crisis management services provided by contracted service providers through the Hawaii Coordinated Access Resource Entry System (CARES) Crisis Helpline; expansion and enhancement of the crisis mobile outreach services provided by contracted service providers through the Hawaii CARES Crisis Helpline; expansion of licensed crisis residential shelter services provided by contracted service providers through the Hawaii CARES Crisis Helpline; and expansion of bed stabilization services provided by contracted service providers through the Hawaii CARES Crisis Helpline.  Effective 12/31/2050.  (SD1)
