Status

RELATING TO THE CONVEYANCE TAX.

Increases the rate of conveyance tax for condominiums and single family residences for which the purchaser is ineligible for a county homeowner's exemption with a value of at least $2,000,000.  Exempts from the conveyance tax documents and instruments conveying real property subject to a government assistance program qualified by the Hawaii housing finance and development corporation.  Exempts from the conveyance tax documents and instruments conveying real property to owner-occupants or renter-occupants who own no other real property.  Removes the maximum dollar amount of conveyance tax revenues that are to be paid into the rental housing revolving fund each fiscal year.  Effective 7/1/2050.  (SD2)

RELATING TO THE ENVIRONMENT.

Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters.  Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters.  Effective 6/30/3000.  (HD1)

RELATING TO TRANSPORTATION.

Allows the director of transportation to exempt certain ground transportation facility projects from historic preservation review and the environmental impact statement law, subject to certain conditions.  Effective 6/30/3000.  (HD1)

RELATING TO VISITOR IMPACT FEES.

Establishes the Visitor Impact Fee Program within the Department of Land and Natural Resources, through which the department will collect a fee from visitors for a license to visit a state park, forest, hiking trail, or other state natural area.  Establishes the Visitor Impact Fee Special Fund.  Appropriates funds for the Visitor Impact Fee Strategic Plan and positions for the Visitor Impact Fee Program.  Effective 6/30/3000.  (HD1)

RELATING TO HOUSING.

Amends the definition of "historic property" under the State's historic preservation program from fifty to one hundred years.  Temporarily allows the State Historic Preservation Division to contract out for third-party reviews of application and notifications.  Sunsets 7/1/2028.  Effective 6/30/3000.  (HD1)

RELATING TO INVASIVE SPECIES.

Appropriates funds to allow the Division of Forestry and Wildlife of the Department of Land and Natural Resources to coordinate the removal of hazardous albizia trees that potentially threaten public and private land.  Effective 7/1/2050.  (SD1)

RELATING TO HUNTING GUIDES.

Requires hunting guides who take their clients to hunt on private lands to first obtain written permission from the owner of the private land, or occupier or holder, where appropriate.  Requires hunting guides to provide copies of the written permissions obtained to hunt on private lands as part of their annual reports to the Department of Land and Natural Resources.  Effective 7/1/2050.  (SD1)

Status

RELATING TO THE PROTECTION OF TARO.

Prohibits the Board of Land and Natural Resources from disturbing or acquiring for development certain wetland taro‑growing lands.  Establishes a taro lands classification for public lands.  Permits structures for loi taro fields in the agricultural district.  Establishes growth and perpetuation of traditional Hawaiian crops as a goal of the Hawaii State Planning Act.  Authorizes the Land Use Commission to create an inventory of taro lands and consult with former members of the Taro Security and Purity Task Force in the creation of the inventory.  Effective 6/30/3000.  (HD1)

RELATING TO AQUACULTURE.

Transfers the aquaculture program from the Department of Agriculture to the Agribusiness Development Corporation.  Appropriates moneys.  Effective 6/30/3000.  (HD1)

Status

RELATING TO ECONOMIC DEVELOPMENT.

Establishes an Office of Destination Management within the Department of Business, Economic Development, and Tourism.  Requires the Office of Destination Management to implement certain county destination management action plans.  Repeals the Hawaii Tourism Authority.  Establishes and appropriates funds for a tourism liaison officer within the office of the governor.  Appropriates funds.  Effective 6/30/3000.  (HD1)

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.
