RELATING TO EMERGENCY POWERS.

Requires the Governor to ensure continued operation of medical facilities upon declaration of a state of emergency or local state of emergency and during times of health or pandemic emergencies.  Allows hospitals to suspend elective surgeries during the period of emergency to address the facility's bed capacity.  Effective 6/30/3000.  (HD1)

Status

RELATING TO EMERGENCY MANAGEMENT.

Clarifies the scope of the Comprehensive Emergency Management Plan; delineates allowable uses of Major Disaster Fund monies; increases the amount of the additional funds that may be made available for the purpose of matching federal disaster relief fund from $5,000,000 to $10,000,000; shortens the duration of price control periods from 96 hours to 72 hours; defines "Severe Warning"; and clarifies that entities other than the National Weather Service issue warnings that may require the activation of the emergency management system; appropriates moneys to the Hawaii Emergency Management Agency for the planning and design of a new facility in Mililani, Oahu.  Effective 7/1/2050.  (SD1)

RELATING TO STATE PARKS.

Requires the Department of Land and Natural Resources to conduct a study of the carrying capacity of Makena State Park in the County of Maui.  Appropriates funds.  Effective 7/1/2050.  (SD1)

RELATING TO HONOLUA BAY.

Establishes the Honolua bay special fund for conservation purposes and the upkeep and maintenance of Lipoa Point.  Establishes the Honolua Bay Advisory Board to administer the Honolua bay special fund and oversee the conservation of Honolua bay.  Requires the Department of Land and Natural Resources to include and incorporate Honolua bay into the Division of State Parks' online reservation system.  Appropriates funds.  Effective 7/1/2050.  (SD2)

RELATING TO WATER TESTING.

Appropriates funds to the University of Hawaii Maui college to support water testing on the island of Maui, including supplies and the establishment of two full-time equivalent positions.  Effective 6/30/3000.  (HD1)

RELATING TO CLIMATE CHANGE.

Requires the Hawaii Community Development Authority to consider the impacts of climate change, sea level rise, and climate resilience development in the design and siting of buildings in the Kaka‘ako and Kalaeloa community development districts. (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
