In addition to the chairperson, allows no more than two members of the board of land and natural resources to determine items that shall be placed on a meeting agenda and to submit those items to the chairperson for placement on an agenda. Makes a discussion between the two members for purposes of determining items to be scheduled on a meeting agenda a permitted interaction under the Sunshine Law; provided that the discussion is limited to selecting agenda items and no commitment relating to a vote on any matter is made or sought.

RELATING TO AQUACULTURE. Requires the University of Hawaii sea grant college program to contract with an independent consultant for the development of a statewide strategic five-year plan for aquaculture. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO AGRICULTURAL PARK LEASES. Allows the department of agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of fifteen years or less; provided that the land covered by the lease is twenty-five acres or less and located in a county with a population of less than five hundred thousand. RELATING TO RESTRICTIONS ON AGRICULTURAL USES AND ACTIVITIES. Clarifies that any provision in a private agreement contained in a conveyance of land recorded on or before 7/8/2003 that have since expired but have not been renewed and recorded in the bureau of conveyances are prohibited from restricting bona fide agricultural uses and activities on agricultural land.

RELATING TO THE LAND USE COMMISSION. Specifies that a simple majority of affirmative votes by members of the land use commission is required for any boundary amendment. Effective 7/1/3000. (HD1)

Makes explicit the counties' authority to enact ordinances to amortize or phase out permitted, nonconforming, or otherwise allowed short-term rentals in any zoning classification. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose. Effective 7/1/3000. (HD1)

RELATING TO AFFORDABLE HOUSING. Requires the counties to adopt ordinances by 7/1/2024 to allow religious institutions, educational institutions, and medical institutions to build housing units on land that the institutions own for purchase in fee simple or use by the institutions, their employees, or their contractors, regardless of current zoning restrictions. Requires institutions to own housing units for thirty years before offering the housing units for sale. Effective 6/30/3000. (HD1)

RELATING TO VISITOR IMPACT FEES. Establishes a visitor impact fee program within the Department of Land and Natural Resources, through which the department will collect a fee for a license to visit a state park, forest, hiking trail, or other state natural area. Establishes, and appropriates moneys into and out of, the visitor impact fee special fund. Requires the department of business, economic development, and tourism to conduct a study on the potential revenues expected to be generated by the visitor impact fee program. (HD1)

RELATING TO A GREEN USER FEE PROGRAM. Requires the department of land and natural resources to establish a green user fee program to collect user fees for certain parks. Requires the department of land and natural resources to develop a mobile application for the green user fee program. Exempts certain individuals from the green user fee program. Appropriates funds. RELATING TO TOURISM. Requires the School of Travel Industry Management of the University of Hawaii to conduct a study that assesses the tourism social carrying capacity for each of the islands of Oahu, Maui, Hawaii, and Kauai. Requires the School of Travel Industry Management to consult with the Department of Health and Department of Land and Natural Resources and allows the school to consult with other entities. Appropriates funds. Effective 6/30/3000. (HD1)

RELATING TO TOURISM. Establishes the powers, duties, and responsibilities of the destination management agency, including its director and commission. Establishes the tourism special fund and county assistance special fund, to receive allocations from transient accommodations tax revenue. Repeals the Hawaii tourism authority. Effective 6/30/3000. RELATING TO A STATE PERMITTING OFFICE. Establishes the state permitting office within the department of accounting and general services to process building and infrastructure permits for construction of state-owned buildings, state roads and highways, and other construction on state lands. RELATING TO THE STATE FIRE COUNCIL. Adds to the membership of the state fire council, and to the membership of advisory committees that the council may appoint, representatives from the Hawaii state aircraft rescue fire fighting unit and the division of forestry and wildlife of the department of land and natural resources to reflect all non‑federal fire fighting agencies in the State.
