RELATING TO CLIMATE CHANGE.

Requires the Hawaii community development authority to consider the impacts of climate change, sea level rise, and climate resilience development in the design and siting of buildings in the Kaka‘ako and Kalaeloa community development districts.

RELATING TO SEA LEVEL RISE ADAPTATION.

Requires the Office of Planning and Sustainable Development, in cooperation with each state agency having operational responsibilities over state facilities to: develop a standardized process to conduct vulnerability assessments for facilities at risk from sea level rise and guidance to agencies on how to conduct the vulnerability assessments for their facilities.  Makes an appropriation.

RELATING TO REAL PROPERTY DISCLOSURES WITHIN SHORELINE AREAS.

Requires mandatory disclosure of all existing permitted and unpermitted shoreline erosion control structures, the annual erosion rate, and the current actual setback of all structures for shoreline properties prior to real estate transactions.

RELATING TO NATURAL RESOURCES.

Appropriates funds to the department of land and natural resources to address the impacts of climate change in the State.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires DLNR to develop and publish a website that includes the application processes for a permit, license, or reservation needed to conduct recreational and commercial activities in the State that are regulated by or under the jurisdiction of the department.  Requires DLNR to convert existing application processes into a digital format to be used on the website.  Appropriates funds for the establishment of the website.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Appropriates funds to the department of land and natural resources for operating costs and personnel to manage certain trailheads as part of the Na Ala Hele trail and access program.

RELATING TO IMPORTANT AGRICULTURAL LANDS.

Repeals the provision for farm dwelling and farm employee housing on Important Agricultural Lands and adopts a new provision for farm cluster housing as an incentive for the designation of lands as Important Agricultural Lands pursuant to chapter 205, Hawaii Revised Statutes.

Clarifies the decision-making process for the Land Use Commission adoption of maps of Important Agricultural Lands and repeals the farm dwelling and farm employee housing incentive for lands designated as Important Agricultural Lands in chapter 205, Hawaii Revised Statutes.

RELATING TO LAND USE.

Requires the Office of Planning and Sustainable Development to perform a study to refine rural district policies and make recommendations to facilitate the reclassification of lands from the agricultural district to the rural district.  Requires reports to the Legislature.  Appropriates funds.

RELATING TO THE HAWAII HISTORIC PRESERVATION SPECIAL FUND.

Clarifies that the Hawaii historic preservation special fund may be used to repair and maintain historic government properties, except properties maintained through a separate, dedicated funding source.

RELATING TO HISTORIC PRESERVATION REVIEWS.

Allows the Department of Hawaiian Home Lands to assume historic preservation review of the effect of any proposed project for lands under its jurisdiction except for projects affecting properties listed or nominated for inclusion in the Hawaii register of historic places or the national register of historic places.

RELATING TO THE SAND ISLAND STATE RECREATION AREA.

Appropriates funds to the department of land and natural resources to prepare a master plan for the Sand Island state recreation area.

RELATING TO HONOLUA BAY.

Establishes the Honolua Bay Special Fund for conservation purposes and the upkeep and maintenance of Lipoa Point.  Establishes a Honolua Bay Advisory Board to administer the Honolua Bay Special Fund and oversee the conservation of Honolua Bay.  Requires the Department of Land and Natural Resources to include and incorporate Honolua Bay into the Division of State Parks' online reservation system.  Makes an appropriation.

RELATING TO NATIVE PLANT SPECIES.

Creates an income tax credit for taxpayers who engage in preservation efforts using native plants.

RELATING TO FIRE PREVENTION.

Appropriates funds to the Department of Land and Natural Resources for the Community Fuels Reduction Project.  Beginning with fiscal year 2025-2026, and each fiscal year thereafter, requires the Department of Land and Natural Resources to establish the Community Fuels Reduction Project as a separate line item within the Department's budget.

RELATING TO THE MAINTENANCE OF MANOA STREAM.

Appropriates funds for the department of land and natural resources, in conjunction with the city and county of Honolulu, to perform maintenance activities to benefit Manoa stream.

RELATING TO NATIVE POLLINATORS.

Requires the University of Hawaii to develop native pollinator habitats to be deployed on all campuses in the University system.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
