RELATING TO TRANSPORTATION.

Establishes registration requirements and driver's licensing requirements for operation of electric rickshaws.  Defines electric rickshaw.  Effective 7/1/2050.  (SD1)

RELATING TO AIRLINES.

Requires the Department of Transportation to establish and implement a one-year Airline Subsidy Pilot Program at Molokai Airport to assist airlines in offsetting the costs of operation.  Appropriates funds.  Takes effect 7/1/2050.  (SD1)

Status

RELATING TO TRANSPORTATION.

Replaces the $50 annual vehicle registration surcharge for electric vehicles with a capped mileage-based road user fee for  certain electric vehicles.  Establishes the Hawaii Highway Safety and Modernization Council and repeals the State Highway Safety Council, effective 7/1/2050.  Provides that implementation of mileage-based road user fees take effect 1/1/2025.  (SD2)

RELATING TO TRANSPORTATION.

Allows the Director of Transportation to exempt certain ground transportation facility projects from historic preservation review and the environmental impact statement law, subject to certain conditions.  Effective 7/1/2050.  (SD1)

RELATING TO MOTOR VEHICLE REGISTRATION.

Provides an exemption for flatbed trucks from registration renewals and initial registrations of motor carrier vehicles when used as marine terminal equipment temporarily moving in or between certain terminals.  Adds new terminal locales, times, and roadways to be covered under the exemption.  (SD2)

RELATING TO MOORING LINES.

Requires the securing of mooring lines from vessels requiring tug assistance to be manned by an existing, operational stevedoring company that is operating within the State, except the securing of mooring lines from vessels for purposes of shipyard or boatyard operations necessary for vessel drydocking, hauling, launching, or shifting used in conjunction with other shipyard or boatyard operations.  Effective 7/1/2050.  (SD2)

RELATING TO CAPITAL ADVANCEMENT CONTRACTS.

Increases the total contract value and total aggregate value of capital advancement contracts entered into by the Department of Transportation for harbor improvements.  Requires reports to the Legislature.  Takes effect 7/1/2050.  (SD1)

Status

RELATING TO AERONAUTICS.

Authorizes the Department of Transportation Airports Division to demand and collect reimbursement from any airport contractor, tenant, or user for the entire amount of fines and penalties levied for the violation of federal, state, or county laws related to environmental protection or the United States Department of Homeland Security.  Allows the Department of Transportation Airports Division to enter into a capital advancement contract with a private party for certain public improvement or construction projects at Hawaii's airports under certain circumstances.  Takes effect 7/1/2050.  (SD1)

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
