RELATING TO MOTOR VEHICLE REGISTRATION.

Provides an exemption for flatbed trucks from registration renewals and initial registrations of motor carrier vehicles when used as marine terminal equipment temporarily moving in or between certain terminals.  Adds new terminal locales and roadways to be covered under the exemption.

RELATING TO MOORING LINES.

Requires commodities and manifested cargo requiring tug assistance to be manned by an existing, operational stevedoring company that is operating within the State.

RELATING TO MOTOR VEHICLE SAFETY INSPECTIONS.

Requires the Department of Transportation to amend its administrative rules to repeal any provisions requiring the furnishing of evidence of registration as a condition precedent to receiving a certificate of inspection.

RELATING TO MOTOR VEHICLES.

Requires that motorcycles receive safety inspections once every 10 years instead of once every 12 months.  Requires the Director of Transportation to adopt rules to increase to $75 the inspection fee for motorcycles.  Establishes a 2-year moratorium on motorcycle certificates of inspection requirements.

RELATING TO MOTOR VEHICLE SAFETY INSPECTIONS.

Lengthens the time period in which certain vehicles must have a safety inspection.

RELATING TO TRANSPORTATION.

Appropriates funds to the department of transportation for bicycle paths in Lower Puna.

Status

RELATING TO THE TRAFFIC CODE.

Allows operators of bicycles, motorcycles, and mopeds to proceed through an intersection on a steady red signal during certain hours if the traffic signal is controlled by a vehicle detection device that is inoperative due to the size or composition of the bicycle, motorcycle, or moped.

Status

RELATING TO TRANSPORTATION.

Establishes a Safe Routes for People Implementation Program and Safe Routes for People Implementation Committee to develop strategies and facilitate transportation-related projects that ensure the safety of keiki and kupuna using ground transportation facilities.  Establishes a Safe Routes for People Special Fund.  Allows State Highway Fund moneys to be expended to establish protected walkways.  Increases the minimum amount of State Highway Funds required to be expended by the Department of Transportation on ground transportation projects from two per cent to five per cent.  Appropriates funds.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
