RELATING TO VESSELS. Authorizes the Director of Transportation to adopt rules that regulate and limit noise from vessels at harbors, ports, roadsteads, docks, wharves, piers, quays, bulkheads, and landings of the State.

RELATING TO MEASUREMENT STANDARDS. Exempts commercial measuring devices utilized in taxicabs from the requirement that the HDOA measurement standards branch inspect and test all measurement standards and measuring devices.

RELATING TO EXCESSIVE NOISE. Appropriates funds for the department of transportation, in conjunction with the city and county of Honolulu, to develop a pilot program to use noise detection traffic cameras to address excessive traffic noise in urban areas on the island of Oahu. Requires report to the legislature. Sunsets 12/31/2025.

RELATING TO VEHICLE SAFETY. Requires proper head lamp specifications for vehicle safety inspections.

RELATING TO HIGHWAYS. Requires the department of transportation to perform routine inspections of highways in the state highway system that are at risk of rockslides every five years and after major rainfall events.

RELATING TO TRAFFIC CONTROL. Requires the Department of Transportation to authorize state and county traffic projects to make changes, as necessary, to traffic flow and mitigation efforts. Prohibits contractors from charging additional fees to amend traffic flow and safety or mitigation efforts. Requires the Department of Transportation to make a final determination on all changes to traffic flow and mitigation.

RELATING TO THE ROAD USAGE CHARGE PROGRAM. Creates a mileage-based road usage charge to replace state motor fuel taxes beginning on July 1, 2025, for electric vehicles. Eliminates $50 annual state vehicle registration surcharge for electric vehicles. Allows electric vehicles a choice of paying a registration surcharge or a per-mile road usage charge until 2033. Requires motor vehicle registration application to specify whether the type of fuel for which the vehicle is adapted is electricity. Requires certificates of inspection to state the odometer reading of vehicles. Requires the Department of Transportation to plan for the deployment of a state mileage-based road user charge program by 2033 and submit a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2026. Defines electric vehicle. Defines alternative fuel vehicle. Makes an appropriation.

RELATING TO LIABILITY. Provides that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and the county shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street. Deems that maintenance of a street shall not confer ownership or jurisdiction over such street if the ownership or jurisdiction over the street is in dispute between the State and the county.

RELATING TO TRANSPORTATION. Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to transfer ownership of roads in favor of counties by quitclaim if requested by the county.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
