RELATING TO WATER COMMON CARRIERS. Removes the requirement that water common carriers secure prior approval of the public utilities commission to enter into long term leases of more than three years and leverage leases. Effective 7/1/3000.

RELATING TO THE GENERAL EXCISE TAX. Establishes a five-year general excise tax exemption beginning 1/1/24 for amounts received from the servicing and maintenance of helicopters in an aircraft service and maintenance facility or from the construction of a facility that services and maintains helicopters where at least 75 percent of the helicopters serviced and maintained annually in the facility are equipped with quiet technology. Sunsets 12/31/2028. Effective 7/1/3000.

RELATING TO MOORING LINES. Requires that the securing of mooring lines from vessels requiring tug assistance to commercial docks, wharves, piers, quays, and landings be performed by a stevedoring company. Defines "stevedoring company". Effective 6/30/3000. (HD1)

RELATING TO MOTOR VEHICLE REGISTRATION. Provides an exemption for flatbed trucks from registration renewals and initial registrations of motor carrier vehicles when used as marine terminal equipment temporarily moving in or between certain terminals. Adds new terminal locales and roadways to be covered under the exemption. Effective 6/30/3000. (HD1)

RELATING TO HIGHWAY SAFETY. Amends the definitions of "special interest vehicle," "street rod replica vehicle," and "street rod vehicle," for purposes of the Hawaii Highway Safety Act, to be based on the age of the vehicle or the parts used, rather than a certain year. Requires vehicles to meet the safety standards that were in effect at the time of manufacture. Effective 6/30/3000. (HD1)

RELATING TO INSURANCE. Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program. Clarifies when the requirements for motor vehicle insurance coverage are satisfied. Repeals the sunset of the peer-to-peer car-sharing insurance requirements. (HD1)

RELATING TO MOTOR VEHICLES ENFORCEMENT. Amends the law relating to the issuance of citations for violations of section 291-35, HRS, relating to vehicle gross weight, axle, and wheel loads. Effective 6/30/3000. (HD1)

RELATING TO COMMERCIAL MOTOR VEHICLE WEIGHT LIMITS. Makes state law consistent with federal law regarding legal limits for gross vehicle weight and axle loads traveling on all public roadways. (HD2)

RELATING TO COMMERCIAL MOTOR VEHICLE FINES. Amends the law relating to vehicle weight violations by replacing the fine schedule and increasing the potential fines based on multitude and magnitude of vehicle weight violations. Effective 6/30/3000. (HD1)

RELATING TO THE TRAFFIC CODE. Allows operators of bicycles, motorcycles, and mopeds to proceed through an intersection on a steady red signal during certain hours if the traffic signal is controlled by a vehicle detection device that is inoperative due to the size or composition of the bicycle, motorcycle, or moped. Effective 6/30/3000. (HD2)
