      Status & Testimony

RELATING TO AIRLINES.

Requires the Department of Transportation to establish and implement a one-year airline subsidy pilot program at Molokai Airport to assist airlines in offsetting the costs of operation.  Appropriates funds.

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Removes requirement that common water carriers receive permission from the public utilities commission prior to executing a long-term lease of more than three years or a leverage lease.

RELATING TO MOORING LINES.

Requires commodities and manifested cargo requiring tug assistance to be manned by an existing, operational stevedoring company that is operating within the State.

RELATING TO MOTOR VEHICLE REGISTRATION.

Provides an exemption for flatbed trucks from registration renewals and initial registrations of motor carrier vehicles when used as marine terminal equipment temporarily moving in or between certain terminals.  Adds new terminal locales and roadways to be covered under the exemption.

RELATING TO UNMANNED AIRCRAFT SYSTEMS.

Prohibits trespass with an unmanned aircraft system, with exceptions.  Establishes a penalty.

RELATING TO CAPITAL ADVANCEMENT CONTRACTS.

Amends section 266-19.5(d), Hawaii Revised Statutes, for the purpose of increasing the total contract value and total aggregate value of capital advancement contracts entered into by the Department of Transportation for harbor improvements and adds reporting requirements for the department.

      Status & Testimony

RELATING TO AERONAUTICS.

Allows the Department of Transportation Airports Division (DOTA) to be reimbursed from any airport contractor, tenant, or user for the entire amount of fines and penalties levied for the violation of federal, state, or county laws related to environmental protection or the United States Department of Homeland Security.  Allows the DOTA to enter into a capital advancement contract with a private party for certain public improvement or construction projects at Hawaii's airports.

RELATING TO TRANSPORTATION.

Prohibits the issuance of permits for the mooring of vessels engaged in certain activities.

RELATING TO THE RENEWAL OF DRIVER'S LICENSES.

Allows for the renewal of driver's licenses by mail or online.

SB 517

      Status & Testimony

RELATING TO MOTORCYCLES.

Authorizes operators of motorcycles to utilize the lane shoulders that are at least three feet wide with the concurrent use of emergency flashers.  Requires the Department of Transportation to create and implement traffic control devices to designate the lane shoulder for motorcycle use during peak traffic hours.

SB 965

      Status & Testimony

RELATING TO GREEN TRANSPORTATION INFRASTRUCTURE.

Establishes green infrastructure objectives and policies for transportation systems, infrastructure, and projects.  Establishes the Green Transportation Infrastructure Task Force to examine, evaluate, and develop policies for the design, implementation, and maintenance of green transportation infrastructure.

      Status & Testimony

RELATING TO VEHICLE WEIGHT TAXES.

Amends the vehicle weight tax exemption for noncommercial vehicles by removing the exemption for military reserves and other active duty military personnel and adding an exemption for certain veterans.

      Status & Testimony

RELATING TO TRANSPORTATION.

Replaces the $50 annual vehicle registration surcharge for electric vehicles with a capped mileage-based road user fee for electric vehicles.  Establishes the Hawaii Highway Safety and Modernization Council effective 7/1/2023; provided that implementation of user fees take effect 1/1/2025.
